You add videos by putting them in your video folder; there is no upload step. Set the folder in Settings → Streaming. StreamOps indexes it and keeps watching it, so MP4, MOV and MKV files you add later show up in the Media library without a restart.
Each video stream has its own playlist. Open the stream to add videos and drag them into the order you want. Videos play in that order and loop forever.
